No. Desktop is the visual application that brings conversations, files and terminals together. The CLI runs in a terminal and has its own download channel.
Does it work completely offline?
Not necessarily. Projects live on your computer, but connected models and services may need internet access and process the context you share, depending on your configuration.
What does model usage cost?
Downloading Desktop does not activate a paid plan. A Theus connection uses your account's models, credits and limits; downloading the application does not increase them.
